From January 1st, 2026, all delivery van drivers and aides must carry an HSE card. Your employer is responsible for providing you with the HSE card.

From 2026, you must carry an HSE card whether you are employed or self-employed, when transporting goods owned by others, if:

  • The transport is carried out for payment, and
  • The vehicle weighs up to:
    • 3.50 tonnes for fossil-fuelled vehicles
    • 4.25 tonnes for electric vehicles

This also applies to staffing agencies that provide temporary workers for transport services.

License requirement from 2026

If you operate goods transport using a delivery van in Norway, you must have a license (permit) from the Norwegian Public Roads Administration (Statens vegvesen) starting January 1st, 2026.
